Profile
Core Passive Thief of Flames
If Promeia's initial Anomaly Mastery exceeds 150, each additional point increases her Anomaly Proficiency by 1.5 and increases the whole squad's Abloom DMG by 0.35%.
Promeia gains a set amount of Corrosive Chill when her attacks hit enemies. When squad members trigger Freeze/Disorder, when the enemy is inflicted with Vortex, or when Promeia triggers EX Special Attack: Execution - Shrouded in Shadow, she gains an additional 5/5/5/10 Corrosive Chill, up to a maximum of 100 Corrosive Chill.
When a squad member triggers and hits an enemy with Abloom, Promeia gains an additional 15 Corrosive Chill.
When Corrosive Chill reaches at least 50, 50 Corrosive Chill is consumed and converted into 1 point of Trial by Cold, up to a maximum of 2 points of Trial by Cold.
Upon entering the battlefield, Promeia gains 2 points of Trial by Cold.
When the finishing move of EX Special Attack: Execution - Merciless Judgment hits an enemy afflicted with Ice Anomaly, Ether Anomaly, Electric Anomaly, Fire Anomaly, Physical Anomaly, or Wind Anomaly, Promeia consumes 1 point of Trial by Cold to trigger Abloom once, dealing 330% Attribute Anomaly DMG of the corresponding attribute.
When Promeia triggers and hits an enemy with Abloom, she gains an additional 100 Decibels. This effect can trigger once every 0.5s. Using Ultimate: Glaciating Impalement grants Frost Oath. With Frost Oath, after using EX Special Attack: Execution - Merciless Judgment, Chain Attack: Hanging Judgment, or Ultimate: Glaciating Impalement, press or hold Icon_Special to consume Frost Oath and immediately follow up with Special Attack: Execution - Layered Frost. When using an EX Special Attack, Promeia's Ice Anomaly Buildup Rate increases by 30% for 30s. Repeated triggers refresh the duration.

Review
This tier list assesses Agents (characters) based on their combat potential in Zenless Zone Zero's most demanding contents - Deadly Assault (DA) and Shiyu Defense (SD). Please keep in mind Zenless Zone Zero is a skill-based game and each character has a different playstyle, difficulty level and even special tricks and combos. Zenless Zone Zero is also a team based game and it's only by combining both these factors to the highest level a character can reach optimal performance.
Very strong numbers generally, with high Anomaly build-up setting her up to do well with Wind and readily accessible burst making her good both in and out-of-stun.
Her teamwide Abloom buffs gives her varied team options and has her function as both a main-DPS and pseudo-support, uplifting other units.
Accessible build options, with competitive W-Engine alternatives and lack of saturation making stat picks and distribution less important than her peers.
Aura farm, the character.
Few fights in which she’s useful for, with Ice Anomaly being heavily anti-shilled and half DEF bosses becoming more common.
Reliant on teammates for resource generation (Disorder and Ablooms especially), leading to large performance swings depending on the comp.
Said resources can be difficult to manage, with lopsided Decibel generation and her Corrosive Chill being especially scarce in comps where stuns come quickly.
The coolest animations are the ones you’ll never use.
Promeia is an Ice Anomaly Agent who specialises on high burst by looping back-to-back Abloom triggers. Not only is she a competitive primary damage dealer, she also buffs Ablooms of her whole squad, letting her function as a secondary support to other Agents too.
She has 2 main resources, “Corrosive Chill” and “Trial by Cold”. The former is a gauge that fills up with most of Promeia’s attacks and some statuses, having a cap of 100. Once 50 of it is built, it will automatically be consumed to generate a Trial by Cold point, having a cap of 2.
These points can be consumed by her EX Special: Execution - Merciless Judgement, building a fair bit of Anomaly and triggering an Abloom that scales with her Core Passive.
Her gameplay loop then amounts to generating her gauge and building points to get as many Ablooms off in a fight as possible. As her actual burst is readily accessible, choosing when to spend these Ablooms - such as in a Stun period or on the highest scaling Anomalies - is a large part of her skill expression.
Promeia’s Core Passive can assist with Corrosive Chill generation, as it provides bonuses to it. Promeia gets:
5 points when Freeze, Disorder or Vortex are triggered by any squad member.
10 points when Promeia triggers her counter, EX Special: Execution - Shrouded in Shadow.
15 points when squad members other than Promeia trigger Ablooms.
Note: These can stack with themselves and each other. If both Freeze and Disorder are triggered at the same time, Promeia will get 10 points (5 from each).
These can be a big factor in determining her routing and teams, as characters that have access to Polarity Disorders and especially Ablooms can boost her Corrosive Chill generation and yield more Trial by Cold points in a fight.
The Ablooms triggered by her EX Special: Execution - Merciless Judgement scale with Core Passive levels, maxing out at 635% Attribute Anomaly DMG of the corresponding attribute. On the surface, this differs from previous Ablooms which had different values for each element, but in practice it still works the same: Promeia will snapshot the stats of the currently active Anomaly but with the added benefit of not discriminating with better or worse scaling depending on the element.
This means that it’s best to trigger Ablooms on Anomalies that are undiluted and built by Agents with high stats - usually Ice from Promeia herself.
Every Abloom triggered by Promeia (not just those from this Core Passive/EX Special) will also give 100 Decibels with a 0.5 second cooldown. She also gets a “Frost Oath” stack when using her Ultimate, which will be covered in its section.
There’s more to her Core Passive than her resources and Ablooms, as it increases both Promeia’s damage and that of her team, as for every point of her initial Anomaly Mastery over 150, she gets a 1.5 increase to her own Anomaly Proficiency and a 0.35% increase to the whole squad’s Abloom DMG.
This is applied generally to all Agents, which can be a significant increase to the total damage output of units that rely on the mechanic.
Her Additional Ability also buffs this further. It needs Anomaly or Support characters in the team, and has Promeia inflict the “Presumption of Guilt” debuff on enemies hit by any of her EX Specials, causing all Ablooms on the target to have 40% DEF Ignore.
When combining both her personal Corrosive Chill gain from team Ablooms and the universal DMG and DEF Ignore bonuses she gives, Promeia is a surprisingly selfless damage dealer.
Her Additional will also increase the duration of Frostbite applied by all squad members to enemies by 3 seconds, giving more time with which to trigger Disorders and Ablooms.
The last effect is a 30% increase to Promeia’s own Ice Anomaly Build-up rate after using EX Specials for 30 seconds, being in large part why she can apply Anomaly so quickly.
Promeia has 2 Basic Attacks which serve different purposes.
Basic Attack: Sweeping Edge is a regular string that one gets by tapping the Basic Attack button. This is one of the primary ways in which Promeia generates Corrosive Chill, and although the entire sequence is quite slow, builds a lot of Anomaly.
Basics 4 and 5 are uniquely important. Basic 4 because it will put Promeia in the “Bound Absolution” state, where she takes her cloak off and leaves it as a lingering spinning blade.
The attack itself is very weak, and one should avoid staying in it for too long, but it does have quite a wide range and a strong vacuum effect, so it’s good at gathering up enemies. It also gives her a unique slow-walk animation, and if she’s hit during Bound Absolution, she will automatically Perfect Dodge any attack once and exit the state, with a 20 second cooldown.
What’s unique about Bound Absolution is that although Promeia’s Basic 5 follows her Basic 4, it’d perhaps be more accurate to say that it follows this state. Any skill in her kit that leads to Bound Absolution works as a direct shortcut to her Basic 5 as a result.
Basic Attack: Whirling Blade is one such way of doing this, being accessed by holding down the Basic Attack button.
It’s one of the few moves in her kit that does not generate any Corrosive Chill, instead being a fast attack that immediately puts Promeia in the Bound Absolution state after use.
This matters as her Basic 5 is one of the only ways to access her Abloom EX, Merciless Judgement. So while her regular Basic Attack is used to build up her Corrosive Chill and get the resources needed to use her Ablooms, her held Basic Attack is a way to trigger them quickly.
Note: While Promeia’s held Basic does lead to fast loops of her Basic 5, doing so is still far worse than looping her regular Basic. It should only be used if one needs to trigger an Abloom quickly.
Promeia has a lot of Specials and EX Specials, all named with some variant of “Execution”.
Special: Execution - Cold Flash is her “regular” Special, and it has little value.
EX Special: Execution - Glacial Death is her “regular” EX Special, costing 40 Energy, immediately placing Promeia in the Bound Absolution state and leading to:
Special: Execution - Descending Frost, an enhanced version of Promeia’s Basic 5.
EX Special: Execution - Shrouded in Shadow, a counter attack which leads to:
Special: Execution - Layered Frost, an alternate enhanced version of Promeia’s Basic 5.
EX Special: Execution - Merciless Judgement, costing 0 Energy but 1 Trial by Cold point, and the one way for Promeia to trigger her Core Passive’s Ablooms.
Despite there being a lot of them, they do follow a general order.
When using her regular EX, Promeia gets a buff called “Absolute Order”, with a cap of 1. This buff is consumed by her next Basic Attack, and depending on what came before, it will lead to one of two enhanced Special variants.
If she’s in the Bound Absolution state. like if done so after her Basic 4, held Basic Attack or the regular EX itself, then she will go into Descending Frost, the first of the enhanced Specials. It works just like a Basic 5, allowing Promeia to link into the Abloom EX, but it has higher multipliers in almost all aspects, but it generates no Energy.
Since her regular EX places her in Bound Absolution and gives her the Absolute Order buff, being the fastest way to access the Abloom EX:
Regular EX Glacial Death → enhanced Special Descending Frost → Abloom EX Merciless Judgement.
If, however, Promeia uses her counter EX Shrouded in Shadow, then she can immediately transition into the alternate enhanced Special Layered Frost.
This skill is a fair bit slower than either Basic 5 or the enhanced Special, but has significantly higher multipliers, with especially high Anomaly Build-up. It can also apply Anomaly with almost all of its hits, meaning it rarely overcaps.
The counter is accessed by either getting hit during her regular EX or by Perfect Dodging and then pressing the Special button with 40 Energy in stock. If it’s done through the regular EX, it costs nothing and works as a seamless transition, but if done via a Perfect Dodge, Promeia will skip the regular EX entirely and consume Energy for the counter instead.
It triggers Vital View and places Promeia behind the enemy, but aside from that it has no multipliers and deals no damage. Like her regular EX however, it places her in Bound Absolution and gives her the Absolute Order buff, which is why it’s a transition into the alternate enhanced Special.
While her Specials and EXs activate Promeia’s passives, their main purpose is to serve as shortcuts to her Abloom EX, Merciless Judgement. The skill itself isn’t particularly strong, but the Ablooms it triggers are, making it her primary form of damage.
After casting, it shortcuts right into Basic 5, so it can be looped over and over for as long as there are enough Trial by Cold points to keep casting it.
Managing her resources, be it Corrosive Chill/Trial by Cold or Energy to quickly get to her Abloom EX is an important part of her gameplan.
Promeia can also get Ablooms from her Chain Attack and Ultimate, albeit with much lower scaling.
Her Chain Attack is decent. It doesn’t stand out when compared to other Anomaly Agents, but it’s fast for the Anomaly it applies and generates resources well enough. Its Abloom multiplier however, is only 100%, barely worth the damage.
The biggest benefit is that the 100 Decibel bonus from Ablooms also applies to those triggered by Chain and Ultimate, so her Chain is especially good in that regard.
Her Ultimate is a rapid burst of Anomaly Build-up, and works similar to the Chain Attack with its Abloom trigger, but with a 250% multiplier. It’s still relatively low, but it can be a key skill to integrate in combos owing to how much Anomaly it applies.
It does, however, also give Promeia a “Frost Oath” stack, capped at 1. This can be consumed to immediately chain to her alternate enhanced Special by pressing the Special button after a Chain Attack, Ultimate, or the Abloom EX.
Both her Chain Attack and Ultimate shortcut to Basic 5, so this isn’t needed, but the Anomaly it builds is high enough that it’s good to integrate into rotations.
Promeia’s Dash Attack is unremarkable, but her Dodge Counter is very strong, generating almost 15 Corrosive Chill - the highest single source of it in her entire kit.
It also shortcuts into Basic 5, being an even faster way to get to it than through her hold Basic, but with far better resource generation.
So although the skill itself is quite straightforward, it is one of Promeia’s most used abilities, as it’s by getting as many Dodge Counters into Basic 5 as possible that she can maximise Corrosive Chill.
Learning how to Assist Counter can make a big difference for Promeia scores, as one could benefit from both the Dodge Counter’s high resource generation and bonuses from other Agents’ parries.
Her Quick Assist shortcuts to Basic 3, not 5, so it isn’t a particularly good skill.
Promeia’s Assist Follow-Up however, has the highest Decibel gain in the entire game, being significantly above that of any other Agent. It’s also decently fast and shortcuts into Basic 5, making it a very good skill.
Its Corrosive Chill generation (7) is a fair bit lower than her Dodge Counter though, and as Promeia is often on-fielding, there aren’t many opportunities to get it off. Other characters may also benefit more from parrying on them instead, as Promeia gets enough Decibels as is, so it may not see much use.
Promeia’s gameplan mostly amounts to:
Stay on her as the active character and keep using her regular Basic Attack string to build Anomaly and her Corrosive Chill gauge.
Use an EX early, so that she can activate her Additional Ability (and possibly W-Engine) buffs.
Make use of as many Dodge Counters into Basic 5s as possible so as to quickly build resources.
Use her Abloom EX to dish out as much damage as possible, making sure to have enough for critical burst periods (like Stun or when enemies are debuffed).
Different team compositions will have different priorities.
Those running Stunners may struggle to generate enough Corrosive Chill for every Stun, so making use of Assist Counters to balance her own gauge and Daze is important.
Double Anomaly teams are going to be using Ablooms out-of-stun often, so try to make sure that they’re only being used on Anomalies applied by the most buffed/strongest Agents to not lose out on Abloom DMG from snapshotting weaker units.
As she gets a large amount of Decibels, Ultimates are used frequently, but attempting to align them can be important for certain combos, as the high Ice Anomaly Build-up it provides can be a way to avoid having to spend time and/or Ablooms on a weak Anomaly after a Disorder, making for a fast way to re-apply Ice. It’s also a great skill to Freeze enemies (or break them out of it quickly!), which can be a big boon against certain enemies. The Frost Oath point it provides can also be used for fast Anomaly application when it matters.
Be watchful of resources, as Promeia would much rather go into her Abloom EX through a regular EX start than her hold Basic. Given that her EXs are only really useful as a means to get her Ablooming, there isn’t much of a need to spend them outside of burst periods. Even the counter EX isn’t all that great to use, as Promeia would get far more resources from her Dodge Counters, so it can be safely avoided unless the high Build-up from her alternate enhanced Special is needed.
These can then be used in combos to get her fast burst after other Agents’ Chain Attacks. While Promeia’s isn’t bad, it’s usually better to spend it on others for Anomaly (yielding more Disorders) or resources (e.g. Decibels, as Promeia often has plenty), but can still see use.
As is the case for most Anomaly Agents, her exact combos are dependent on her gearing - like Anomaly Mastery W-Engines or those with Build-up Rate buffs - as well as her team as a whole.
For reference though, here’s a sample combo with Vivian and Yuzuha, using all Signatures, on an Ice + Ether weak enemy:

Notes From the Chained is a set tailor made for Promeia: she constantly applies Freeze (and does so quickly!) and has Ablooms too, so its effect doesn't need much thought to maintain it. Do keep in mind that its Anomaly Proficiency bonus does need an Abloom to activate, so even on Stunner teams it may be worth using an out-of-stun Abloom early to get its effect active before the stun burst, if doing so won't cost any Abloom triggers in stun.

Below we list only the most important synergies for Promeia. The character can work with others if you know what to do and how to use them.
Nangong Yu - Nangong really has it all: Promeia gets gauge from Disorders and Ablooms, and Nangong gets that. Promeia often benefits from longer stun durations, giving her more opportunities to get her own Ablooms off, and Nangong extends it. Promeia prefers to on-field so as to build resources, and Nangong is effective with a swap-in, swap-out playstyle. Buffs are strong as is, but the two have especially strong synergy and this even works both ways, as Promeia's constant EX Special use keeps up Phaethon's Melody for Nangong, making for an incredibly strong duo.
Vivian - Vivian is the greatest beneficiary of Promeia's mechanics, making full use of the Abloom DMG and DEF Shred bonuses as well as having Phaethon's Melody almost always active from the frequent EXs. These function as such a signifcant increase to Vivian's personal damage that she's able to keep up with Promeia's own ouput, making for surprisingly even damage distribution. With Promeia getting a whole 15 Corrosive Chill with every teammate's Abloom and Vivian getting them in droves, the comp can keep pumping out damage almost non-stop.
Yuzuha
Sunna - When it comes to Supports, Yuzuha is the go-to pick. Lots of bonuses for Anomaly Agents and her element matching further boosts Promeia's already high Anomaly build-up rate, leading to far more Shatters and, in turn, a lot more resources. Sunna is a runner-up, who can be used if Nangong is on the team and offers great performance, making for incredibly high damage in Stuns and better overall Daze build-up, which can be important if pushing for advanced routes (like 5 stuns).
Lycaon
Astra Yao
Nicole - With Promeia's strong focus on quick bursts of damage through her Ablooms, Lycaon and Nicole are both great picks: the former has very high buffs for Ice Agents in the Stun period, which Promeia can make use of in full, and Nicole's DEF Shred scales especially well, with relatively easy combo options when compared to other teams given how readily Promeia can use her Ablooms when it matters. Astra is, as always, a great premium pick who doesn't dilute Anomaly much and can have decent synergy with other Anomaly Agents (e.g. Vivian), making her a strong generalist option.For more Teams, check this video:

Calculations
Don't use the damage output calculations as an indication on who is worth pulling or investing as those are just simulations and in day-to-day gameplay there's a lot variables and also the skill of the player is important. As usual, don't compare the numbers between characters.
ZZZ has changed a lot from 1.0 - many new mechanics, enemies characters have been introduced and biggest of all the game has a new competitive endgame mode Deadly Assault. Deadly Assault is based around dealing as much damage as possible in 180 seconds, because of this we're changing our calculation style away from a focus on burst to instead focus on extended fights over 3 minutes (180s). Also, many Mindscapes, Disc Drive and W-engine calculations can meaningfully change when factoring in the buffs of an Agents best team, for this reason we're also adding a new feature, allowing you to see damage output with one of the agents best teams buffs factored in.
The W-Engine calculations below are team-buffed calculations and here's the team we used for them:
Nangong Yu + Neon Fantasies
Yuzuha + MetanukimorphosisPromeia's M1 is very strong, especially for a damage dealer. The 20% increase to Abloom DEF Shred is good to have, as the more one has of it, the stronger it gets. Since it's applied to the whole team, it has even more value when run with other Agents that benefit from it. The Mindscape is great for stun teams too, as it can be very difficult to build enough Corrosive Chill on Promeia in time for every stun, and the free point that it gives makes it much easier to manage resources over the course of a run.
A generic stat increase Mindscape, but still great. Anomaly Proficiency is already a decent boost (being almost 4.5 substats worth of rolls), but the multiplier increase to Ablooms is especially useful, as at least a third of Promeia's damage comes from them.
By itself this doesn't directly increase damage, but the extra Corrosive Chill can give more Ablooms in a fight. When run with a Stunner, this is likely to give 2 or 3 more Trial by Cold points, and if run with an Abloom Anomaly Agent, it'd be far more, giving a meaningful score increase if well managed.
The raw damage value this provides via RES Shred is great, making it decently competitive as far as M6s go for Anomaly Agents. As for the additional Abloom though, it's situational; some teams won't get many triggers of it in a fight, meaning the resources it gives aren't that significant. Others though, namely double Anomaly teams that have Promeia use Ablooms frequently, can see an even bigger increase than what's shown here if the effect can be triggered on cooldown.
