Review
This tier list assesses Agents (characters) based on their combat potential in Zenless Zone Zero's most demanding contents - Deadly Assault (DA) and Shiyu Defense (SD). Please keep in mind Zenless Zone Zero is a skill-based game and each character has a different playstyle, difficulty level and even special tricks and combos. Zenless Zone Zero is also a team based game and it's only by combining both these factors to the highest level a character can reach optimal performance.
Very accessible and really good damage for an A-rank under the right conditions.
Cheap to invest into, doesn't need skill level-ups, and has great F2P and premium W-Engine choices.
Shares build with her competitors (Jane and Alice), contributing to her accessibility even more.
Very easy to play at a baseline while retaining room for optimization.
A lot of her damage potential is locked behind Alice's Signature Practiced Perfection and Yuzuha.
Her options outside of Vivian teams face a significant drop in power, and the competitors in her niche are directly competing for these teammates as well.
Can have moments of vulnerability when played with focus on lengthy channelled EX Specials.
Piper Wheel is an A-Rank Physical Anomaly Agent who specializes in dealing a lot of Anomaly damage quickly in short burst windows by using her EX Special - either by spinning or using it for quick Disorders. This is the core part of her gameplay and it explains a lot of her synergies and use cases.
It might sound a little simple to only reduce Piper to an Anomaly Agent who spins to deal damage, but frankly - for most players - that much is enough for her to perform at a reasonable level. Piper utilizes most of her kit to access her EX Special faster, to then apply Physical Anomaly on enemies and deal massive amounts of Assault and Disorder damage. She has a few tools to do this so we’ll explain them one by one.
First of all, let’s discuss her Basic Attacks and her assists. Her Basic Attacks are quite strong on the third and fourth hit especially, featuring some high Anomaly application. However, even though her Basic 4 has some good multipliers and high anomaly application, it is usually skipped in favor of her EX Special, as she can skip her EX Specials 2 second wind-up when used directly after her Basic 3. Because of this, her Basic 3 is frequently used especially as a direct follow-up after her Dodge Counter, Quick Assist or Assist Follow-Up.
Her Ultimate and Chain attacks function as simple bursts of Anomaly application and damage – overall they’re pretty good to use if you can make use of them, particularly her Ultimate during her Stun rotations and her Chain Attack for additional Decibel generation to make sure to have access to her Ultimate. This is because Ultimates circumvent the 3s inherent anomaly cooldown in between procs, as piper would otherwise often run into Anomaly ICDs.
While Pipers regular Special should never be used, her EX Special is the most interesting part of her kit.
While her regular Special has a total of 3 stages, which look like a slow wind-up during the first, a proper spin during the second, and finally the third is reached once charged for about 3 seconds (she has ways to quickly access this), after which she automatically follows up with a special attack called “One Trillion Tons”
When Piper has enough Energy available however, instead of using her “One Trillion Tons”, she gets to use her EX Special afterwards. To do this quickly, using her EX Special after her Basic 3 is ideal, as using her EX Special after it instantly allows her to access Tire Spin Stage 3, which means her EX Special becomes nearly instantly usable. When Piper has completed her Spin duration or her Energy drops to 20, she automatically follows up with an enhanced version of One Trillion Tons called “Really Heavy”. The Anomaly application on this skill is similarly really high, and it’s recommended to switch out of it as this will in a lot of cases conclude her combos.
During both Spin states, Piper’s DMG Taken is reduced by 40% and her Anti Interrupt level is increased. This means she will very rarely get interrupted by enemy attacks and can keep spinning even though she’s getting hit. However, with her most popular pairing - that being Vivian - she rarely wants to actively spin for prolonged durations, and instead “tap” her EX Special after her Basic 3. This will result in her EX Special spinning just shortly and instantly transition into the Slam Down Attack “Really Heavy”. Both the initial activation of her EX Special as well as “Really Heavy” can trigger Vivian’s Abloom, which makes Piper the only agent in the game who is able to trigger 2 Ablooms at the low cost of 20 Energy. This is extremely powerful, but managing Vivian’s Guard Feathers to be able to keep up with Pipers consumption can be very challenging.
With that being said, Piper is invincible during either of her finishing moves (whether from the Special or EX Special), so this can be used to avoid damage if necessary.
Thanks to Piper’s Core Passive, she will gain a stack of “Power” for every enemy hit by an instance of damage of her EX Special or Ultimate. At a maximum of 20 stacks, they each increase her Physical Anomaly Buildup Rate by 4% for a total of 80% (at max level, or 120% at Mindscape 1). This is a good chunk of the reason why her Anomaly application is so high.
On top of this however, thanks to her Additional Ability she also gives the whole squad (including herself) 18% increased damage as long as she’s at 20 or more stacks of Power. Each stack lasts 12 seconds, so the buff can last into other character rotations if they have big damaging abilities. The uptime is further guaranteed by her Mindscapes 1 and 6. Mindscape 4 also indirectly helps with EX Special uptime. However, unless you are pairing Piper with Burnice or Yuzuha, it is often advised to skip her Additional Ability in favour of better teammates.
Piper’s gameplay can be summarized to the following simple steps:
Watch out for Anomaly cooldowns and use your abilities accordingly to quickly fill Anomaly bars: Assists, Basic Attacks, EX Special, Ultimate and Chain Attacks.
Make sure to quickly transition from her Basic 3 to her EX Special in order to skip her EX Special wind-up - her regular Special is really bad!
Chain Attacks are good to execute when possible for additional Decibel generation or Assault Procs (although Piper’s teams rarely tend to stun enemies quickly so this will only be done a few times per battle).
Spin to Win (make sure to stay out of range of enemy attacks and keep a close eye on your HP though).
Other than that, it’s mostly a matter of ensuring your supports are used properly. Piper really enjoys having a Secondary off-field or inactive Anomaly applier such as Burnice or particularly Vivian so keep a close eye on their uptimes but beyond that, have fun spinning!
Piper’s position in the meta has a long history of people being unaware of her potential. However, Piper is without a doubt the best A-rank DPS currently and gets close to Jane and even Alice in terms of physical Anomaly potential. However, she is heavily reliant on Vivian and Yuzuha to do so and requires a very specific quick-swappy playstyle - that being rarely actually spinning and instead using her EX Specials repeatedly in short bursts to quickly proc a large amount of Ablooms from Vivian. While Piper has other options in the form of Burnice and other general Support Agents like Astra Yao, Lucy or Nicole, they tend to represent significant losses in the team’s damage potential and as a result there exist some significant power gaps between Piper’s ideal teams and her alternatives. In any case however, provided she is in the right match-up, even alternatives tend to perform fine enough.
In conclusion, while Piper can be a pretty simple spin-to-win type DPS who actually deals remarkable damage for an A-rank Agent, she also has a much more complicated playstyle which can unlock new heights of potential when learned and played properly. In spite of her simplistic gameplay, her damage pays off and while her optimal team options may require certain limited teammates and a change in playstyle, thanks to her ease of use and ease of obtention, she’s definitely a potent damage dealer you can consider building to help you with clearing endgame contents in Zenless Zone Zero.

Best option for direct Anomaly-based Physical damage dealers, granting 10% permanent Physical DMG% from the 2-PC and 35% increased DMG against enemies inflicted by Assault by any party member for 12 seconds. DMG% bonus against enemies will be up the majority of most fights against boss-type enemies thanks to its long duration and ability to trigger from any team member, allowing a Physical-based Bangboo/teammate to assist with uptime via their own Assaults.

Below we list only the most important synergies for Piper. The character can work with others if you know what to do and how to use them.
Burnice
Vivian - With both of these Agents being the de-facto Sub-DPS Anomaly units in the game, they stand out as fairly obvious choices to be run alongside Piper. Being able to build Anomaly without taking up field time is a big help, but they also synergise particularly well with Piper directly. Burnice is able to activate Piper’s Additional Ability, increasing overall team damage, and Vivian’s Feathers will rarely ever overcap, as Piper’s EX Special is a 2-part skill, with both the spin and Really Heavy slam triggering Ablooms. In fact, Piper can dash cancel her EX Special to loop it over and over, for even more Ablooms. Although both Burnice & Vivian can do better in other premium teams, Piper is remarkably competitive, and can at times match - or even exceed - said teams.
Miyabi - What at first may look like an odd pairing can be surprisingly viable. Miyabi needs a lot of Disorders to power her resource generation, and Piper has incredibly high Anomaly build-up capability. If Piper’s Additional Ability can be fulfilled (ideally with Yuzuha, but also with Lucy), she also functions as an indirect buffer to Miyabi as the DMG bonus is applied universally to all squad members. It is not an ideal team for Miyabi, but with how accessible and capable Piper is, this duo can perform very well when in the right hands.
Yanagi - Yanagi is a workable teammate for Piper, although one that needs a higher level of skill in Anomaly juggling to function. Yanagi’s Polarity Disorders thrive on Anomalies with high Disorder scaling, such as Shock, Burn or Corruption, whereas Assault and Freeze have high single tick Anomaly damage hits but terrible Disorder damage. This means that landing Yanagi’s EX or Ultimate while the enemy is in Physical Anomaly will significantly tank her damage. If one can manage Anomalies so that Polarity Disorders only happen in Shock though, it’s a functioning team. There is no real synergy between both Agents, but sometimes, just putting 2 strong units together can be enough to do well.
Yuzuha - As the dedicated Anomaly Support unit, it’s no wonder that Yuzuha is an ideal match for Piper. With how fast Piper can build up Anomalies, other characters may struggle to keep up, and Yuzuha remedies this all the while providing hefty buffs that significantly increase the total Anomaly and Disorder damage in a team. Better yet, as Yuzuha is a Physical Agent, she is the only premium support option that allows for Piper to use her Additional Ability.
Astra Yao

Lucy - Any generalist support is also fine for Piper. Astra, despite being geared towards Attackers (her CRIT DMG buffs will do little for Piper), the raw value of ATK and DMG % bonuses she provides makes her a solid second best pick after Yuzuha. Nicole is a powerhouse of a unit generally, and as Piper inflicts Assault - a one time burst of damage - it’s possible to ensure that every tick has DEF Shred applied to it if well managed. She can even make for a pseudo-Anomaly unit if Yuzuha Flavor Matches her, being a solid low cost option. Using Nicole well can be demanding, so Lucy is also an option, especially as Piper’s EX Special continuously triggers Lucy’s M6. Having long-lasting ATK bonuses, the ability to provide a consistent 4th stack for Kaboom the Cannon and fulfilling Piper’s Additional Ability, all of which helps make up the difference between Lucy and other Supports.This section lists most popular teams featuring Piper in the current phase of Shiyu Defense.

Calculations
Don't use the damage output calculations as an indication on who is worth pulling or investing as those are just simulations and in day-to-day gameplay there's a lot variables and also the skill of the player is important. As usual, don't compare the numbers between characters.
ZZZ has changed a lot from 1.0 - many new mechanics, enemies characters have been introduced and biggest of all the game has a new competitive endgame mode Deadly Assault. Deadly Assault is based around dealing as much damage as possible in 180 seconds, because of this we're changing our calculation style away from a focus on burst to instead focus on extended fights over 3 minutes (180s). Also, many Mindscapes, Disc Drive and W-engine calculations can meaningfully change when factoring in the buffs of an Agents best team, for this reason we're also adding a new feature, allowing you to see damage output with one of the agents best teams buffs factored in.
This character uses our new calculation format for this reason, do not compare her calculations to older character. We'll be updating all DPS characters soon.
